Taxonomy
Program tags categorize the specific services a program provides and the populations it supports. Because these tags are the primary way seekers and navigators discover programs on your site, adding and editing them with consistency and care is essential for accurate search results.
For a complete list of tags and their standardized definitions, refer to the Open Eligibility Project. This is an excellent resource to help you determine which tags best represent your program’s impact.
Main Service Tags
Main Service tags describe what the program offers as well as additional services offered beyond the immediate need the program meets.
The Secondary Service tags refer to other services, or the service you receive once you are a part of that program. They exist to inform seekers on additional services offered beyond the immediate need the program meets.
Serving (Who) Tags
Serving or Who tags describe common attributes about a person or their situation and are used to describe the population a program serves. These relate to the personal filters that can be used to help narrow a search. They also give the navigator or seeker a quick view of who the program is for on the program card thumbnail.

Selecting an Age Tag
In order for the program to save, an age tag must be selected in the Who tag field. Below is a chart that designates the tags associated with date ranges and key word phrases that can help you identify the best one to associate with the program you are editing.

Using the ‘Anyone in Need’ Tag
This tag is specifically used for programs that have no eligibility or age restrictions and are available to anyone who engages with the program. Anyone in need is important because, unlike other tags, it directly affects the program’s boost score. This is because this program serves everyone. If a program has any restrictions, this tag would not apply.
Using the ‘Navigating the System’ Tag
We use this tag for programs that help individuals connect with other services. These programs are beneficial for those seeking comprehensive support, unsure of what assistance they need, or unable to reach out to programs on their own. Here are a few guidelines to keep in mind for this tag:
-
The program can directly provide access or enroll a seeker in a service
-
The program can help a seeker understand and navigate the social service by providing information, advice, and one-on-one support
To get this tag, the program must provide a supportive service and not be a directory resource. Directory resources are considered non listable programs.
